Shortly after a new President takes office. (Man: He can't do anything. He has to save his political capital.) Just into the first term. (Man: He can't do anything the other party controls Congress.) During the re-election campaign. (Man: He can't do anything he needs to get re-elected. Then he'll do something.) At the beginning of the second term. (Man: He can't do anything a lame duck has no political capital.) At the end of the second term. (Man: He can't do anything he has to get his party's nominee elected to succeed him.)
