Put it in the rear window (front if you are willing to REALLY mess with people. You put the fingers on the top of the window and roll it up. Make sure the fingertips are visible outside.

My mom? Oh man. She had little outfits for it for every holiday. Christmas, 4th, New Years, Easter, Halloween of course, Thanksgiving, you name it.
