    Yes, you have the right to be a dumbass. But not yet. You have to reach 18 before that choice is freely available to you. Then you can enjoy a whole bunch of other rights while you’re at it; the right to pay rent, to pay all the myriad other bills that come with rent, and buy food, The right to sign a contract, sue and be sued, the right to a trial by a jury of your peers, the right to go to prison, or the right to fight and die (if called upon) for your country.

    But till then, you’re pretty much bound by the dictates of whatever adults are responsible for your food and lodging. So if they say learn it, then learn it. You can forget it the next day if you want.
