Um, the military is running the “War on Terror”, and is occupied at the moment. Much of the National Guard and Reserve are also on active duty.
There is much that can be done in an emergency. Priorities have to change based on conditions and personnel available. This is data we are not privy to; I am sure that when the dust settles, we’ll find out how much of a disaster FEMA is; I feel pretty confident that they will be judged much less harshly than the last test (Katrina).
