Geosychronous orbit can keep it “in place” only when th the orbit is directly over the equator. And seeing through cloud cover with infra red or ultraviolet doesn’t work as well in real-life as it does in a fictional T.V. show. Radar can work though. And yoursuggestion of placing warning / etection devices in the area is a good one.
