Don’t just explain the rules. Write out a hierarchical list in descending order so there’s no doubt. They both need to learn to play any game according to established rules. If they don’t, they’ll be encouraging trouble down the road of life.
However, I think Zoe understands the rules, but she knows Hammie does not, so she feels free to cheat as much as she wants, which is all the time.
