It should be a hard and fast rule for every family that no one volunteers another family member for anything. Tell them about the need, but let them volunteer on their own if they want to and no nagging or shaming if they refuse.
This is probably where Zoe and Hammie got the idea they can volunteer their mom to bake cookies for an event, be class/team mom, etc.
