The real problem with that level of theft, like so many thefts, is that it takes from people who already have very little. Sometimes to give it to the peddlers of alcohol and other drugs, who already have much. It also makes clear to anyone, including children, that stealing is less effort than working.
Wouldn’t they have cameras to identify the thieves? Put the video on the Internet and people will hunt the perps down with more enthusiasm than shoppers on Black Friday.
