Never talk to them. Do not give them any information. They will use it. A close friend is trying to get a problem that his mom got into by saying “yes” when they gave her name (as in "Mary Johnson?’ “yes” They cut the “yes” into an answer to a question and signed her up for whatever it was.
And no government agency, utility, etc. ever wants payment by any type of gift card.
