We had this happen in my neighborhood. Everyone kept telling the landscaper what they wanted and he kept doing them. Finally when he submitted the bill at twice the original estimate, he was told that only three people had the right to change the original plan and those were the ones in the original meeting where he was hired.
And since none of the changes were made by them, he could either undo them for free and do it like originally agreed on or leave it as is. He left it as is.
A month later a drunk driver “renovated” the front of the neighborhood anyway.
