Irving really means Khakis. The person who colors the strips here, just paints them any color. In this case, the pants are blue, a mistake, because I doubt if they read what the comic says. If they read it, the pants would be….khakis color.
In my neck of the woods, we call most tan pants, Khakis. It could be because of the color (always a tan) or the style (usually with small pleats in the front). Chinos is never used here.
