Actually, that was one issue where I agreed with Willard. Maybe. -If businesses were prosecuted for hiring illegals, they would not hire them. If there were no jobs for them, illegals would not come and some, perhaps many, would leave. -IF this is what Willard meant, I agree with him. If he just meant to enact more oppressive laws like AZ, then no.-But, of course, businesses want to have illegals here to provide cheap labor for them.
We’ve always had guest worker programs. For harvesting, for picking crabs here in Md.All seasonal and they went back afterwards.The recent crackdowns hurt the blue crab industry.-If it’s a ‘program’, how can there be a crackdown?-Maybe there were guest workers, but it doesn’t sound like they were there legally.

^Bush wanted a ‘guest worker’ program. That looked to me to be legal cover for hiring what would otherwise be illegal workers.
