Yes because there are so many ways to earn wealth that failure to do so usually is a result of personal decisions. For instance, I personally chose to not go into investment banking or politics.

It is. Poverty is not caused by racism, discrimination, or, even bad luck. People are poor because they are lazy or stupid, and often, both.
