I think if she manages to establish a Galactic Empire, the amount of bureaucracy alone will make the old British Empire seem like kindergarten in comparison, and will convince her that further conquest is superfluous. Trantor or bust!
Then one of her colonies can kick her rear-end out and take her place as leader of the free multiverse…again. :))
