Why would he tell her that? Seems counter productive for him. He’ll loose his $352 fee.

She’s broke, she can’t pay it anyway. Saves him the fees for failure to collect.

I knew this all sounded too good to be true. I kept waiting for the but … to arrive. Then, sure enough, in the last panel …
In the title panel, I do like the Thin Mints at the end of the Tax Laws, though. My favorite girl scout cookie!
