Those are galoshes. Rubbers are the short ones that just snap on around the shoes.

Half the fun of wearing the galoshes was not closing them with those weird hooks, and just slogging through snow and puddles.
Ayuh! I used to weah rubbahs when I lived Downeast. But TJ is right about these bein’ galoshes.
In Great Britian “rubbers” are erasers. Or at least they were 32 years ago when I was there.
