Looks like he’s making a move to the Human Cannonball League.
Graduate of the Toulouse-Lautrec school of jockeying.
The horses signed a petition to have him removed, or at least start riding in a sidecar instead.
Before I read the caption I was having entirely different thoughts. That whip is not what a jockey would use.
