I’ve heard that it is “who” in the US and “whom” in the UK.
It’s always “who” in the phrase “It’s always who?” “Is” is an intransitive verb. (A little Latin training goes a long way.)
It’s either HOOT or SCREECH, depending on whether you’re dealing with a Hoot-Owl, or a Screech-Owl.
