Rover: Well, have you finally decided what we're going to be for Halloween? Red: Not yet. I wish I knew for sure which type of costume brings home the most candy scary, funny, or safe and boring? Rover: Isn't there a government grant you can apply for to study that? Red: Dunno. But if there isn't, there sure should be.

This is really a no-brainer if you think about it. Who is typically in charge of giving out candy (especially in Red’s day)? The Mom, and Moms (and women in general) go for cute everytime. Sure, the mean guy living in that apartment will grunt and give you a tootsie roll, but the women will swoon and fill your bag.
