there are several different versions of the red-sensitive pigment (for humans); they have slightly different frequencies of max sensitivity. We each inherit one or more of these. So yes, people perceive colors differently.
On a drive through West Virginia once during the Spring I swear I saw more shades of green than I thought existed in nature. So there’s green and there’s green.
Ever walk to the electronic section of a store (any of them)and notice the different resolutions screens of television sets (HD or other)? That’s something like what Millie is saying.

I guess she could have asked Ozy if the tree looked bright or dark green to him, and compare that to how it looked to her.
