Probably. Most of the problem was with Parliament, but the Declaration of Independence was addressed to him because the Committee wanted to make it very clear that, since they were not represented by Parliament, it had no power over them.
It was Parliament that was doing taxation without representation. The economist Adam Smith suggested (too late) that the colonies (and especially the revolutionary leaders) should be given seats in Parliament..
