Apparently here in Maryland it wouldn’t be a problem. It seems “the powers that be” were convinced we had a large number of unlicensed drivers on the road. Somehow they thought that making the procedure easier would eliminate the problem. Well, true there may be more folks with licenses now but they aren’t very well equipped to be driving.
