The question is : does doing the drugs make them act the way they do, or do they keep them from acting even worse ?

K M: Nothing is truly “all”, which is why the shorter word can be used informally rather than “predominately”. Of course, an academic paper or legal document is different, but these discussions are hardly in that category.
