If/when a dog travels to Hawaii he spend the first few weeks locked in a kennel. We have no rabies and want to keep it that way. They’re old rules, but still in effect as far as I know.
Dr Dave: Would barking dogs be worse than the cowardly new world of loud cell phone conversations? My daughter brought a vet-anesthetized cat in cabin, from Vancouver to Dallas. With the delays, it “woke up” before landing and protested with piteous cries, while she unsuccessfully tried to look “I don’t know about any cat.” Fortunately, fellow passengers thought it funny rather than getting mad.

My BIL put his dog in a kennel with CCTV. He and his wife would check in on their dog several times a day. More dollars than sense.
