Of course, a “C average” could be two A’s, two C’s, and two F’s.
And a C is only an “average” grade if the instructor is grading on a curve anyway. Anything below a B (whether as a GPA or merely in an individual class) indicates you’re simply not learning the material. You might not even GET INTO a Junior College…

In a grading system of A, B, C, D, and F, a C is the middle grade, but there’s no reason to assume that’s the average. Based on the scoring system you posited, a score of 50 might be considered “average” among all possible scores, and would be an F. If all students scored more than 70, then the “average” student might be 85, or a B. If the single most-recorded score is a 92, then an “average” score would be an A.
If, however, the grades fall on a bell distribution with the apex at, say, 80, and the range between 75 and 85 was designated “C”, then yeah a C might be considered “average.” But I don’t know of any teachers who would set that as their scale, because by design the large majority of students would score C or below.
However you calculate it, a C is a pretty poor grade.
