Unless that City has improved greatly since 1973, when I was in Tech School, not sure why anyone would want to move there. At least in San Antonio they were polite to your face while they took your money. The only time the folks in Wichita Falls wanted us around was after a tornado tore up the town and then it was all “Please come help us we like you soo much.”
