My late loving wife and I had a male Chihuahua, who when we used to walk him and our other dogs would lift his leg all of the time as if he was peeing even though there was nothing left in the tank.
Odd on Willie. We have 3 we take for a walk, one the oldest knows his p place, then at call a culvert drainage ditch, he is little more picky for number 2. One of the other at times will number 1 at the culvert, the youngest one makes no difference number two on the street.
The male dogs we walk with will lift and pretend. After a while, gravity will give them a few more drops. My female is a marker, but not when her tank is empty.

My dog drinks sprinkler water on her long morning walk so she can still leave messages at the end of her walk.
