My guess is lying, possibly because she doesn’t make eye contact with Connie when she feeds her the line about Phil wishing Connie had stayed longer, and her expression in the final panel might be guilt. It’s hard to tell Elly’s reaction to Connie’s exclamation because her mouth has disappeared.
It’s also probably a lie because I can’t imagine Phil would have said anything of the sort. As far as he knew, Connie happened to be in the audience at his club one night and he gave her a lift back to her cousin’s place (original) / hotel (redo), unless the unnamed girl at the house which had a different address from Phil’s somehow tracked down where he lived and told him about this strange woman who turned up and didn’t say anything.

Connie, I thought you wanted to forget about Phil and move on. But you still think of him immediately after Elly brought up the subject to talk about Phil. Just forget about Phil and move on!
If Elly is lying to her best friend about what Phil was (supposed) to have said (which I believe she did) then SHAME on her!
Friends aren’t supposed to lie to each other – especially about something as important as this. She knows how Connie feels about Phil and she knows how Phil doesn’t feel about Connie. No good can come from lying about something as important as this in order to boost her best friend’s low self-esteem because in the end, her heart will just get terribly broken otherwise. Phil may eventually get tired of trying to brush Connie off nicely and will have to become a little more “aggressive” in his efforts to get her to back off and quit pursuing him, leading to major hurt feelings on her part if she doesn’t see it coming thanks to Elly lying to her about the real truth of the situation. Personally, I’d never forgive a “friend” for setting me up for that kind of a fall if it were me. The hurt feelings a truth would cause would be a whole lot less damaging in the end than the hurt feelings a lie would cause.
Instead of (quietly) encouraging her best friend to desperately pursue a relationship that’s never going happen, Elly should be truthful (kind - but truthful) regarding Phil’s feelings for Connie and encourage her for her own sake (as well as Lawrence’s) to give up on Phil and move on. By pursuing a man that’s not emotionally available in the way she wants him to be, Connie’s cutting off any chance she has of meeting someone else who would be emotionally available for her to date.
Unfortunately Elly knows her friend and is giving her what she wants. Connie did say “if you’re lying don’t let me know.” I think she pushed Elly so much that she’s just caving in!

Secondly, why is she purposely leading a delusional stalker on? She knows Connie will just get back in the car and drive across Canada, leaving her kid stranded at Elly’s house again.
