It was invented by a Brit who was in love with Latin and its thousands of rules, and who thought English, a Germanic language, should be more like Latin. But English teachers love rules, no matter how silly or obscure, so it became a rule. As RWJAMES implied with the Churchill paraphrase, the stupid rule leads to really awkward sentences.
