Retard is a perfectly good verb. Use as a noun indicates deficiency.
Blind is a perfectly fine term. So is deaf. As far as I know, nobody’s saying not to use them in their appropriate settings. However, the only time I use “retard” is when discussing music.
in french “to be late”=“être en retard”
