A proper bug-out bag would need to include legal copies of vital documents (ID, financial records, insurance paperwork, et cetra), any medication she needs, a supply of food and water, and a means of recharging her devices and/or obtaining information without using those devices (like a transistor radio).
I help people with emergency preparedness, so this is a consideration.
