The Coco (or Cuco, Coca, Cuca, Cucuy) is a mythical ghost-monster, equivalent to the bogeyman, found in many Hispanic and Lusophone countries. He can also be considered a Hispanic version of a bugbear, as it is a commonly used figure of speech representing an irrational or exaggerated fear.

Gotta wonder what was in Gracie’s oatmeal. Seems like she’s hallucinating in more ways than one. Didn’t she read the headlines that deportations are down to an almost historic low? Besides, if Gracie and her family are here legally, why should she worry?
Last time they deported Hispanics from the US, they weren’t too picky about legality, just shipped out pretty much anyone they found. Not quite as hilarious as when a state her in the South (Alabama?) cracked down on fruit-pickers recently, and a large percentage of their fruit spoiled, because no American would pick it.

The point is they are an easily identifiable group making them easier to target for fear tactics to motivate them to vote.
