    If you win a big one in Illinois you are out of luck, the state is still selling tickets but won’t pay up since they still don’t have an approved state budget. The “lawmakers” shouldn’t be allowed to collect a pay check or overtime for not doing their job.(This happens every year, and yes they collected overtime last year)

    I wouldn’t care about dying penniless, as long as I have cash to burn while I am alive. After I’m dead, who cares, can’t take it with you anyway.. ;-D

    Let me guess: it turns out to be a scratch-ticket lottery (never mind that those never pay $200 million), and just before Ralph buys one, Steinbauer steps in front of him, buys one, and wins something like $10,000

    Each individual legislator is doing his job, trying to get the best for his district. And 90% of them aren’t even involved in the budget conference that is stalled trying to find a compromise everyone can live with. You can’t ethically refuse to pay a legislator who is working on lots of other stuff because a few of his colleagues don’t agree on the budget. And you certainly can’t ask a legislator to come to work while you’re not paying her. And how will you get a budget if legislators don’t come to work?
