I remember an issue of DC’s Star Trek comic where an ensign in the science section revealed the phaser proof vest he’d been working on to Chekov. He demonstrated how well the vest worked by placing in on a dummy and shooting it with a phaser at thin beam distentigration and it worked. Then Chekov showed him why the idea wouldn’t work by resetting the phaser and firing again, when he was done the vest was still there, but the rest of the dummy had desentigrated.
Guess what: I did live through it too (as does just about every kid at some time or other). You want to know what happened when I did fight back? He went and told the teacher on me, that I hit him! The only thing it accomplished was that he tried to get me in trouble with the school. She didn’t do anything about it (naturally). And after that, nothing at all changed. When that didn’t work, he just went back to his old ways of bullying. It did not stop. Now who’s ignorant. Just because your bully happened to be a coward does not mean they all are. There’s more to the world than what you’ve seen in your narrow range of experience.

The kid who is wearing the vest is being the bully. Not an effective one, but he is the one trying to extort money.
