Why do we call them “leap” years, when they’re the only ones that don’t leap over the 29th of February?

If someone is born February 29th do they celebrate their birthday on March 1st most years? Also, I have a friend born March 1st. I asked does she celebrate her birthday on leap years on Feb 29th since that would technically be 365 days from her last birthday.
