In principle, hawgowar’s suggestion of allowing a team to use any foul shooter on a “hack foul” is the simplest. However, this adds one more judgment call to the game. And we know that the basketball rule book was thrown away years ago.
I’ve been saying for years the easiest fix is to make fouling unprofitable. Instead of awarding one point for a free throw, make it five points. Hack-a-whosits will stop immediately, no matter how badly the hackee shoots.

Simple, on hack fouls, allow the fouled team to send their best free throw shooter to the line. Instant stop.

Could be even simpler; on ANY foul that sends you to the line, you get to send anyone who was on the floor at the time.
