I came back to see if anyone else had ideas, but apparently not. I just can’t think of any situation where it would take 3 people on the other end to make a call.
I’m thinking they are a brand new telemarketing company and this was their first ever cold call. However, they’ll soon get the hang of it at which point the situation will lose all humor and just become irritating to all parties concerned.

Making a totally wild guess, perhaps it is a dating service and he is now missing out on a hot date. This ‘comic’ is completely too obtuse.

There was a case where an editor cut off a section of the Far Side comic which is what made the joke. Maybe this was similar?

My guess would be a hiring committee and they want him for a job, but I agree it’s not at all clear.
