fgor those who weren’t around, the original MX ‘basing system’ was to put ICBM’s on massive rail and or road beads and moving them around vast tracts of the west. since the soviets could target silos the idea was to move missiles around making them harder to target. the problem was who was going to pay for such a huge system. The infrastructure alone would have been massive.
