Assuming this particular strip ran in the early ‘80s, when the public health dangers of AIDS was first recognized, the actual advice given was more along the lines of: "You deserve a love life anyway, so keep fooling around if you want, and you don’t even have to inform your partners or anyone else you’re infected and may pose a risk of spreading the virus, just practice ‘safe’ (condom wearing) sex". IMO it was a ridiculous approach to trying to prevent a further epidemic.

Actually, avoid sex outside of actual marriage (between a man and a woman) is the best advice.
