Well, it makes you want to swim really, really fast. I recall one day jumping into a river in Yosemite that was coming off the snowpack. Didn’t breathe once going across. Then had to turn around and swim back.
Of course they always teach swimming lessons early in the morning when the pool and lifeguards are not busy. . because the water is too cold for the relative air temp. I taught lessons in the AM in the early 70’s (and took lessons in the 60’s) and I sure didn’t want to go in the cold water either time. Obviously not an ideal atmosphere for learning anything. Later in ‘77ish when I earned my Water Safety Instructor certification they at least recognized that cold water and learning don’t work well together.

As a child I joined the Y to learn how to swim but the pool water was absolutely freezing and so I opted out. At least I did learn to float.
