Because of the tidal lock you mentioned, there is a static near side and a far side of the moon, but the light and dark sides are dynamic, in that they change from one to the other at any given location on the moon.
Therefore, the quote could be taken in a scientifically correct way to say that there is no always dark side of the moon, really. As a matter of fact it’s all dark half the time.
