Kilioopu, the short gist of this is this: Clemens is complaining about disrespect being sent his way, and the sublime karma of his disrespect at the congressional hearing may result in real federal prison time.
The last panel is an homage to Bobby Riggs who was world champion for three years in the 1940s and twenty years later would hustle bets by playing tennis matches while handicapping himself by doing such things as holding an open umbrella in his other hand or placing several chairs on his side of the net or wearing a buttoned-up full-length raincoat. His most famous hustle was challenging Billie Jean King to a match.

I guess I don’t follow sports enough to have even a clue of what this is all about…

That’s the challenge with Tank McNamara: you have to catch Sports Center at least once a day, AND have read a book recently.
Also, they’re looking for a way to kick Clemens around, and this is the best they could do on short notice.
Though, frankly, I think it’s hilarious.

I’m good with pretty much ANY excuse for kicking Clemens around.
