Never heard of HIM? Geeze, these guys really are stupid!! XD As to why the bomb was planted, it’s because SKULL wanted to get rid of the Mayor. I doubt Cobra has any personal animosity toward the Mayor or any loyalty towards SKULL (or anyone else, for that matter.) She just did what she was paid to do, no question asked. It’s possible SKULL set her up to take the blame, ensuring they get off scott free.
