Ask Tom Wilson the comic’s writer. I’d be fine with him giving the cat, dog and fish a voice. Only the way they’re all looking at Ziggy they’d only mouth off at him the way the parrot does.
I remember in the original Dr Doolittle movie the good doctor was taught to speak all the animal langauges by his parrot who translated for him until he learned what every bark, meow, and bubble meant.
