Thank you for the laugh-out-loud… Samson I just had a memory rush of my grand-pa laughing at us kids when we would run for the house during a rain and all he ever did was walk his normal speed and we always got wetter then he did! He never told us why, I must have been 9 or 10 before I figured it out!
Had this happen to me a month or so ago, I was out having to pull in the lawnmower into the garage along with retrieving a flag out of the rain, and it was a cold rain. So then I decided to warm up with a shower.
Living in the PNW, one comes to think of rain as inevitable. I never carry an umbrella. Of course we do not usually get the deluges like they do in Texas, for example.

Just like people at the beach, It starts to rain and they scamper out of the ocean to get under their umbrellas. As illogical as Horace our horse.

People like control. Weather, as an example. When it rains, how much, and where. And if it rains at all.

Reminds me of this one day … it was raining and there was this film crew taking shelter waiting for the rain to end …
After the rain stopped, they got out their stuff … to shoot a rain scene!

Perhaps it was a cold rain and Horace needed to warm up?

Well y’see….there’s some lightning in panel two,
And a thunderstorm is NOT something you want to be caught in when you got hunks of metal nailed to yer feet

Hey, if it’s a cold rainy day a nice long hot shower feels good!
The pacing of this strip is excellent. Actually, in all DSOTH strips.

As usual, Samuli has elevated the art of irony.
