Exactly, Susan. When I lived in the SF bay area years ago, it took me half an hour to drive just five miles to work in the morning on the completely full two lanes (each way) freeway. They finally added a third lane each way (traffic really horrendous during the lengthy construction) and, when completed, it took me half an hour to drive to work on the completely full six lane freeway.

And then when you finally GET the better road,
more more and people will use it, to avoid being slowed down by the two lanes and stoplights of neighborhood streets.
It may even encourage housing and shopping area development farther out …. bringing more cars…
till it’s clogged like the old road, and traffic isn’t moving.
