The skirts might not be that bad an idea. “Defective” in clothing can mean something very minor.
I worked at a boys’ home back in the early 90s. Starter donated 200 NFL team jackets to us. What was wrong with them? ONE of the drawstrings for the hood was missing the little plastic bit at the end that holds the string together. A small piece of scotch tape and no one could tell.
