Hmm… Interesting, I think in Sweden it is decereed that you must have a higher volume on the commercials so that you know what is a commercial and what isn’t (some people apparently have trouble separating the two).
I went to an engineering conference once that spent half a day on the subject of “perceived loudness”. There is still not total agreement on how to measure this. Total peak modulation is easy to determine but if the audio is heavily compressed, it will sound “louder” even though the peak modulation is the same.

More precisely, the broadcast transmitter volume remains the same, but the inputted commercial has a much higher volume.

Even more precisely, the increased volume makes me glad I don’t have a TV and is one of the downsides of having Internet access.

Simple press the mute button when the ads start, it becomes second nature after a while.
Does the FCC forbid reducing the volume on the shows tho’?

The only person who ever defeated the “stable sound” feature of my TV was the late not-ever-great Billy Mays.
This is when I started muting all commercials.
