Back when I was doing my sci fi comic, I would often cut out the space for the word bubbles with an xacto and then overlay it on another sheet in case I messed up.
Know what, Amanda? I started off thinking that NODAK’R was some kind of Klingon phrase that would be really clever if I could only read Klingon, but finally figured out it stands for North Dakota. . .
Try my trick Amanda. I cut a piece off the adhesive part of an enveope flap and use that for whiteout. Less; expensive, toxic and mess. Hope you can use it. :)

You might try making the word balloons separately and then laying them over the art work.
