I’m pretty sure this is refering to Uganda…
But it could also refer to something more local to Kenya as it has also shown to be quite homophobic.
I posted this url link to a Guardian article a few days ago on another ViewsAfrica cartoon that explains what has occured the last month or so.

What is more sinister is that there are a few American Christian ministers behind the African upsurge in homophobia.
Ever hear of this lot? : It is aimed at Kenya
http://www.projectsee.com/
Edit:
Even when they admit to a grave error, with a resignation (hmmm…?), they don’t seem to want to stop their weird campaign:
http://www.projectsee.com/retraction.html
But back to Kenya which, on more reflection, is what Gado is more than likely referring to in his cartoon.
Reaction to a Kenyan minister urging tolerance:
”Murugi urges Kenyans to accept gays”
“Stop bashing Murugi”
Some light:
“Botswana ex-president in plea over homosexuals”
And of course, Arch. Bishop Desmond Tutu has always spoken up against homophobia.
^If millions of gays are killed in Africa or somewhere else, the Church will be in a bad position; they won’t be able to say they condoned that, yet few people will believe their attitude had nothing to do with it.
